Article 18
DIRECTORATE OF CENTRAL INSPECTION FOR FORESTRY AND HUNTING
1. The duties and responsibilities of the Directorate of Central Inspection of Forestry and Hunting are:
1.1. Implements Forestry and Hunting legislation;
1.2. Monitors and controls the implementation of annual management plans, forest development plans and programs, operational plans, simple and extended biological reproduction plans forests, forest protection plans, as well as their fulfillment, official evidence books and other documents in use;
1.3. Organizes and monitors the work within the competences and responsibilities, according to the legal regulations in force;
1.4. Monitors and controls the implementation of the Law, by-laws, management plans, annual plans, operational plans, procedures and professional standards from the field of control and inspection;
1.5. Monitors and identifies activities that contradict and are contrary to the approved rules, proposes preventive measures;
1.6. Gives advice, trains and engages in the organization of professional meetings to increase work efficiency;
1.7. In cooperation with other sectors, it proposes, according to the presented needs, the reformulation and revision of long-term policies, legislation, by-laws, procedures related to development of the forestry sector.
2. The head of the Directorate of Central Inspection of Forestry and Hunting reports to the Director General of the Forestry Agency of Kosovo.
3. The Directorate of Central Inspection of Forestry and Hunting includes:
3.1. Inspection Sector for Forestry and
3.2. Hunting Inspection Sector.
4. The number of employees in the Directorate for Central Inspection of Forestry and Hunting is seven (7).
Article 19
Forestry Inspection Sector
1. The duties and responsibilities of the Forestry Inspection Sector are:
1.1. Monitors, controls and inspects the implementation of long-term, annual management plans, forest development plans and programs, operational plans, biological reproduction plans of simple and extended forests, forest protection plans as well as their fulfillment;
1.2. Controls all works in forests, objects, tools, saws, as well as all places where wood rests, is placed, processed, pulled from the forest or put into circulation;
1.3. Orders the submission of documentation and other data within the specified period;
1.4. Temporarily confiscates equipment, tools and documentation necessary for inspection;
1.5. Orders the undertaking of relevant measures and actions to avoid irregularities and deficiencies within the specified period;
1.6. Controls and monitors the application of standards from the field of Forestry and Hunting;
1.7. Temporarily prohibits cutting and all other works that are not in compliance with the Law and other by-laws in the field of Forestry until the final decision of the competent body;
1.8. Controls the selection and marking of logs for cutting;
1.9. Controls the performance of all work foreseen with long-term management plans, plans and measures for combating plant diseases and pests and orders the elimination of weaknesses in the application of measures if it is proven that the Forestry Agency of Kosovo with its Units in Public Forests and owners of private forests do not comply with forest protection rules and measures;
1.10. Controls and Inspects the application of measures to protect forests and forest lands from illegal usurpation and exploitation and the construction of facilities without permits and necessary documentation;
1.11. Monitors and Inspects the use and administration of forest lands such as leasing, change of destination, change of property, stone crushers-quarries, constructions, etc., in forests and forest lands.
2. The Head of the Forestry Inspection Sector reports to the Director of the Central Forestry and Hunting Inspection Directorate.
3. The number of employees in the Forestry Inspection Sector is three (3).
Article 20
Hunting Inspection Sector
1. The duties and responsibilities of the Hunting Inspection Sector are:
1.1. Maintains the integrity of the ecosystem and ecological balance, adequate protection of wild animals, ensuring well-being and conditions for economic use of resources, the need for security and the standard of hunter ethics. Checking and implementing long-term, annual management plans, hunting development plans and programs;
1.2. Inspects the fulfillment of hunting conditions by the manager of the hunting ground as well as the way of defining and marking the boundaries of the hunting ground.
1.3. Controls the implementation of the Management Plan and annual operational management plans with hunting grounds;
1.4. Checks business books and other documentation when the need arises in order to see the use of tools, the implementation of rules and measures related to wild animals and with hunting grounds;
1.5. Controls wildlife hunting, wildlife hunting permit, waybills and trophy lists for wild animals hunted;
1.6. Controls the use of weapons and ammunition suitable for hunting;
1.7. Controls and orders the implementation of measures to prevent damage from wild animals,
1.8. Orders temporary measures to prevent damage to wild animals with special emphasis on those protected and endangered;
1.9. Controls the workers of the persons who do the embalming of animals;
1.10. Temporarily confiscates the illegally hunted wild animal and its parts, prohibits the circulation or illegal acquisition of the killed animal and its parts. itself as well as the means and equipment with which the suspected action was carried out, until the final decision of the competent body;
1.11. Orders measures to prevent damages in urgent cases in which damages of general interest proportions may be caused.
2. The head of the Hunting Inspection Sector reports to the director of the Central Forestry and Hunting Inspection Directorate.
3. The number of employees in the Hunting Inspection Sector is three (3).
