Article 22
DIRECTORATE FOR FINANCE AND GENERAL SERVICES

1. The duties and responsibilities of the Directorate for Finance and General Services are:
     1.1. Manages and maintains information on the human resources of the Kosovo Forestry Agency, assists management in internal organization, provides administrative, logistical and information technology services;
     1.2. Ensures the implementation of procedures for the selection and employment of qualified personnel, in accordance with the legislation in force;
     1.3. Coordinates the preparation, implementation, reporting and evaluation of the budget of the forestry agency;
     1.4. Coordinates the timely implementation of the financial obligations of the Forestry Agency of Kosovo;
     1.5. Develops and provides support for procurement procedures;
     1.6. Maintains IT equipment and provides IT services;
     1.7. Manages the archive system and internal documents of the Forestry Agency of Kosovo;
     1.8. Provides logistics services for the Forestry Agency of Kosovo.
2. The Head of the Directorate for Finance and General Services reports to the General Director of the Forestry Agency of Kosovo.
3. The Directorate for Finance and General Services includes:
     3.1. Human Resources Department;
     3.2. Budget and Finance Sector;
     3.3. Logistic Services Sector.
4. The number of employees in the Directorate for Finance and General Services is ten (10).

Article 23
Human Resources Sector

1. The duties and responsibilities of the Human Resources Sector are:
     1.1. Coordinates human resource planning;
     1.2. Administers personnel recruitment;
     1.3. Contributes to the increase of personnel performance through motivation and development of training plans;
     1.4. Ensures the implementation of procedures for recruitment and selection, discipline, handling of complaints, leave requests, work evaluation, etc.
2. The Head of the Human Resources Sector reports to the General Director of the Kosovo Forestry Agency in the operational aspect, while in the administrative aspect to the Head of the Directorate for Finance and General Services.
3. The number of employees in the Human Resources Sector is two (2).

Article 24
Budget and Finance Sector

1. The duties and responsibilities of the Budget and Finance Sector are:
     1.1. Prepares budget proposals;
     1.2. Coordinates budget issues for all organizational structures of the Kosovo Forestry Agency;
     1.3. Monitors and reports on budget execution;
     1.4. Ensures that financial expenditures are made in accordance with budget rules and procedures;
     1.5. Manages cash reserves and ensures that internal financial control is based on accountability principles;
     1.6. Ensures close cooperation with the internal and external auditor in the preparation of budget and financial audit statements.
2. The Head of the Budget and Finance Sector reports to the Head of the Directorate for Finance and General Services.
3. The number of employees in the Budget and Finance Sector is three (3).

Article 25
Logistics Services Sector

1. The tasks and responsibilities of the Logistics Sector are:
     1.1. Provides logistical assistance to the personnel of the Forestry Agency;
     1.2. Manages the inventory and warehouses of the Forestry Agency of Kosovo;
     1.3. Coordinates the requests and needs of the Forestry Agency for goods and office equipment for work;
     1.4. Maintains IT equipment, provides IT services and collaborates with the forestry information management sector,
     1.5. Coordinates activities with the Forestry Information Management Sector in the maintenance of the forestry information system,
     1.6. Manages the transportation needs and vehicles of the Forestry Agency;
     1.7. Maintains and administers the archive system of the Forestry Agency.
2. The Head of the Logistic Services Sector reports to the Head of the Finance and General Services Directorate.
3. The number of employees in the Logistics Services Sector is four (4).

Article 26
Sector for the drafting and harmonization of legislation

1. The duties and responsibilities of the Sector for drafting and harmonizing legislation are:
     1.1. Provides assistance in the drafting of legislation and ensures compliance with the law applicable in Kosovo;
     1.2. Offers legal advice and recommendations from the field of activity of the Forestry Agency,
     1.3. Provides assistance to the organizational structures of the Forestry Agency in identifying issues that need to be regulated;
     1.4. Ensures the harmonization of the legislation of the Forestry Agency with the legislation of the European Union (EU acquis) as well as with the laws applicable in the Republic of Kosovo.
2. The Head of the Sector for drafting and harmonizing legislation for his work reports to the Director of the Legal Directorate,
3. The number of employees in the Sector for the drafting and harmonization of legislation is three (3).

Article 27
The sector for the supervision of the implementation of the legislation and legal support for the organizational structures of the Forestry Agency

1. The duties and responsibilities of the Sector for drafting and harmonizing legislation are:
     1.1. Coordinates activities with all organizational structures of the Forestry Agency for the implementation of legislation;
     1.2. Provides legal support in the field of legislation;
     1.3. Provides legal support for the drafting of proposal-decisions, agreements, memoranda, contracts, consents;
     1.4. Identifies the problems of the implementation of normative acts and gives proposals for overcoming them;
     1.5. Represents the interests of the Forestry Agency of Kosovo and its organizational structures in court disputes;
     1.6. Coordinates the legislative activities of the Forestry Agency with the MAFRD and other relevant Institutions;
     1.7. Cooperates with the Legal Department in the Ministry of Agriculture, Forestry and Rural Development and the Ministry of Justice for the representation of the Forestry Agency and its organizational structures in court disputes;
2. The Leader of the Sector for the supervision of the implementation of the legislation and legal support for the organizational structures of the Forestry Agency for its work reports to the Director of the Legal Directorate,
3. The number of employees in the Sector for the supervision of the implementation of the legislation and legal support for the organizational structures of the Forestry Agency is three (3).
